November 17th, 2025, was a deeply significant day! Under the slogan “Promoting the Needs and Rights of Visually Impaired Youth,” the Disability Youth Network Organization (DYNO) successfully organized the celebration of World White Cane Day.
The event was held grandly on the premises of the New Phnom Penh Special Education High School in Phnom Penh, with a total attendance of 245 individuals (70 females), including students, teachers, and representatives from partner institutions.
Presence of Honored Guests and Collaborating Partners:The distinguished presence of the Presidium and representatives from various organizations, such as:

β’ Royal University of Phnom Penh (RUPP)
β’ Caritas Organization
β’ Disabled Massage Experts (αααΆααααΆααααα)
β’ Students’ Association (αααΆαααα·αααα·α)
β’ Chum Bak Van Hong Technical Institute (CBVH)
β’ Students and Teachers from the New Phnom Penh Special Education High School.
Among the total participants, there were 200 persons with disabilities (50 females) and 33 children (25 girls) who participated joyfully and shared valuable experiences.
Core Objectives:This day was not only a gathering but a crucial opportunity to:
1. Raise awareness of the actual rights and needs of visually impaired youth.
2. Celebrate the independence and ability for self-mobility through the use of the smart white cane.
3. Strengthen cooperation networks between visually impaired youth, deaf and hard-of-hearing youth, educational institutions, and civil society organizations.
